REPORTING:

 

All vessels intending to navigate through Stenó Ríon-Antirríon should send a Position Report as follows:

 

(1)   Eastbound vessels: All vessels navigating in the Patraïkos Kólpos (Patraïkos Gulf) area must contact Pátra Traffic on VHF Ch 14 when 12 n miles, 5 n miles and 2 n miles from the entrance of the Gulf in order to obtain permission for passage.

 

(2)   Westbound vessels: All vessels navigating in the Korinthiakós Kólpos (Korinthiakós Gulf) area must contact Rio Traffic on VHF Ch 14 when 12 n miles, 7 n miles and 2 n miles from the entrance of the Gulf in order to obtain permission for passage.

(1)   Pilotage is compulsory for all vessels using tug services and for night transits of vessels over 100 nt.

 

(2)   Vessels of more than 800 nt and vessels carrying dangerous cargo are required to use tug services.

 

(3)   Warships are required to use Pilots and tugs.

 

(4)   Notice of ETA: Vessels should advise ETA 72h, 24h, 6h and 3h prior to arrival by fax, telephone or e-mail, stating the following:

DESCRIPTION:

 

The Bari VTS provides the following services:

 

(1)   Information Service: Provides information regarding the safety of navigation within the VTS area with emphasis on:

 

(a)   Traffic movements in the vicinity of the Port of Bari

 

(   Fishing vessel activity

 

©   Storm and adverse weather warnings

 

(d)   Sporting events and religious festivals

 

(e)   The presence of vessels with limited manoeuvrability or vessels carrying out trials within the area

 

(f)    Search and Rescue activities and incidents of pollution

 

(g)   Any floating objects which pose a hazard to navigation

 

(2)   Traffic Organisation Service: Provides for safe and efficient vessel traffic movements within the VTS area.

 

(3)   Navigational Assistance Service: Assists onboard navigational decision making and monitors its effects.

 

(4)   Additionally the service provides local weather, anchorage and communication failure information for vessels inward-bound and outward-bound for/from the Port of Bari.

AREA:

 

The Area of the Croatia VTS is divided into the following sectors:

 

(1)   Sector A: Encompasses the area of the Republic of Croatia ecological and fisheries protection zone and comprises two sea areas, N and S.

 

(2)   Sector B: Comprises parts of the internal waters and part of the territorial sea of the Republic of Croatia from the international border (the external boundary of the territorial sea) to the boundaries of the following VTS sectors: Rijeka, Zadar, Sibenik, Split, Ploce, Dubrovnik and Pula manoeuvring sector.

 

(3)   Routeing sectors: RIJEKA, ZADAR, ŠIBENIK, SPLIT, PLOČE and DUBROVNIK.

 

(4)   Manoeuvring sectors: PULA, RIJEKA, ZADAR, ŠIBENIK, SPLIT, PLOČE and DUBROVNIK.

 

 

 

Район СУДС Хорватии разделен на следующие сектора:

DESCRIPTION:

 

The Croatia VTS provides an Information Support Service and a Traffic Organisation Service as detailed below:

INFORMATION SUPPORT (IS):

 

(1)   The VTS provides information support for the safe navigation of all vessels in the area including:

 

(a)   Information about other vessels in the VTS area

 

(   Meteorological and hydrographic information

 

©   Mooring/anchorage information

 

(d)   Information regarding pilotage

 

(e)   Fairway conditions

 

(f)    Condition of aids to navigation

 

(g)   Information about hazards that could affect the safety of navigation

 

(h)   Any other information affecting the safety of navigation

 

(2)   The above information is provided within the VTS area in the event of mandatory reporting of a vessel, on request or whenever the VTSO considers it necessary.

 

(3)   Within a Manoeuvring Sector and port areas, the VTS provides Information Support only in the event of an immediate and serious threat to the safety of navigation.

 

(4)   Vessels must take responsibility for considering any information obtained from the Information Support service.

 

 

 

ИНФОРМАЦИОННАЯ ПОДДЕРЖКА (IS):

 

(1) СУДС обеспечивает информационную поддержку для безопасного плавания всех судов в этом районе, включая:

 

(A) Информация о других судах в зоне действия СУДС

 

(B) Метеорологическая и гидрографическая информация

 

(C) Информация о швартовке / якорной стоянке

 

D) Информация о лоцманской проводке

 

(E) Состояние фарватера

(2) Вышеуказанная информация предоставляется в зоне действия СУДС в случае обязательной отчетности судна по запросу или в тех случаях, когда оператор СУДС считает это необходимым.

 

(3) В пределах сектора маневрирования и портовых районов СУДС обеспечивает Информационную поддержку только в случае непосредственной и серьезной угрозы безопасности судоходства.

 

(4) Суда должны нести ответственность за рассмотрение любой информации, полученной от Службы информационной поддержки.

 

 

 

TRAFFIC ORGANISATION SERVICE (TOS):

 

(1)   The VTS organises navigation and manages traffic to prevent the development of possible dangerous traffic/navigational situations and to enable the safe and effective navigation of all vessels.

 

(2)   To organise navigation and manage traffic, the VTSO may issue the following mandatory instructions to one or more vessels or all vessels in the VTS Routeing Sector:

 

(a)   Prohibition of passage or the prohibition of passage in a specific area by a particular vessel or group of vessels

 

(   Prohibition of overtaking or the establishment of an overtaking area

 

©   Prohibition of departure from a port or an anchorage or entry into a VTS sector

 

(d)   Prohibition of entry into a port or anchorage or exit from a VTS sector

 

(e)   Consent to or restriction on speed over ground

 

(f)    Stipulation of the course or VTS sailing plan of a vessel carrying dangerous or polluting goods or carrying out towing or in some other manner with limited manoeuvrability

 

(g)   Prohibition of anchoring and the establishment of an anchoring area

 

(h)   Separation of marine traffic temporally and/or spatially, in such a manner that:

 

(i)      A ship safety zone is established, consisting of an area bounded by a circle around a vessel to which access is prohibited for all other vessels except with special permission, the size of such a zone being commensurate with the dimensions of the fairway, the size and the characteristics of the vessel, the cargo, and the level of risk

 

(ii)     Marine traffic is temporarily separated in such a way that a vessel is ensured exclusive use of a particular area or restricted passage for a specific period of time

 

(iii)     Marine traffic is separated by a separation zone, with a minimum distance established between vessels for the purposes of passage through entire or specific areas and restricted passages

 

(3)   To organise navigation and manage marine traffic, the VTSO issues the following consents to vessels within a VTS Routeing Sector:

 

(a)   Consent to enter a Routeing Sector

 

(   Consent to depart from a Routeing Sector

 

©   Consent to anchor in a Routeing Sector

 

(d)   Consent not to comply with the provisions of rules governing navigation, the conditions of safe navigation or the supervision and management of marine traffic in specific maritime areas of the Republic of Croatia, if this is envisaged in these rules.

 

(4)   A Master of a vessel, in compliance with mandatory instructions and consents obtained from the VTSO, undertakes to carry out a specific action and achieve a specific navigational aim, remaining responsible for how the specific action in question is taken.

 

(5)   Vessels embarking on international navigation on round trips should submit sailing plans to the VTS for approval at least 3h prior to departure. The VTS will confirm receipt of plans by email or other available means.

 

 

 

ОБСЛУЖИВАНИЕ И ОРГАНИЗАЦИЯ ДВИЖЕНИЯ (TOS):

 

(1) СУДС организует навигацию и управляет движением, чтобы предотвратить развитие возможных опасных транспортно-навигационных ситуаций и обеспечить безопасное и эффективное плавание для всех судов.

 

(2) Для организации навигации и управления движением оператор СУДС может выдавать следующие обязательные инструкции одному или нескольким судам или всем судам в секторе управления СУДС:

 

A) Запрещение прохода или запрещения прохода в определенном районе конкретным судном или группой судов

 

( Запрет на обгон или создание зоны обгонов

 

© Запрет на выход из порта или на постановку на якорь или вход в сектор СУДС

 

(D) Запрет на вход в порт или на постановку на якорь или выход из сектора СУДС

 

(E) Согласие на ограничение скорости

 

(F) Установление курса или плана плавания СУДС судна, перевозящего опасные или загрязняющие товары, или осуществляющего буксировку или каким-либо другим образом с ограниченной маневренностью

 

(G) Запрет на постановку на якорь и установление зоны якорной стоянки

 

H) разделение морского транспорта временно и / или пространственно, таким образом, чтобы:

 

(I) Создана зона безопасности судна, состоящая из области, ограниченной кругом вокруг судна, доступ к которому запрещен для всех других судов, кроме специального разрешения, размер такой зоны соразмерен габаритам фарватера, Размер и характеристики судна, груз и уровень риска

 

(Ii) Морское сообщение временно отделено таким образом, что судно обеспечивается исключительным использованием определенной территории или ограниченным проходом в течение определенного периода времени

 

Iii) морской транспорт разделяется зоной разделения с минимальным расстоянием, установленным между судами в целях прохода через целые или конкретные районы и ограниченные проходы

 

(3) Для организации навигации и управления морским движением ВТСО выдает следующие разрешения судам в секторе маршрутизации СДС:

 

(A) Согласие на вход в сектор маршрутизации

 

( Согласие на выход из сектора маршрутизации

 

© Согласие на постановку на якорь в секторе маршрутизации

 

D) согласиться не соблюдать положения правил, регулирующих судоходство, условия безопасного судоходства или наблюдение и управление морским движением в конкретных морских районах Республики Хорватии, если это предусмотрено в настоящих правилах.

 

(4) Капитан судна в соответствии с обязательными инструкциями и согласиями, полученными от ВТСО, обязуется выполнять конкретные действия и достигать конкретной навигационной цели, оставаясь ответственным за то, как предпринимаются конкретные действия.

 

(5) Суда, которые приступают к международному судоходству при поездках в оба конца, должны представить планы плавания в СДС для утверждения не менее чем за 3 часа до вылета. СДС подтвердит получение планов по электронной почте или другими доступными способами.

PROCEDURE:

 

(1)   Participation in the VTS is mandatory for the following:

 

(a)   Vessels of 150 gt or more

 

(   Vessels of 50m or more LOA

 

©   All vessels navigating internationally

 

(d)   Vessels with limited manoeuvrability

 

(e)   Vessels carrying dangerous or polluting goods

 

(f)    All vessels regardless of length, gt or purpose presenting a potential safety risk to navigation, persons or the environment.

 

(g)   Vessels engaged in towing or pushing another vessel regardless of length

 

(2)   Vessels obliged to participate in the VTS must:

 

(a)   Inform the VTS of their position and intentions on the appropriate VHF channel according to sector instructions

 

(   Comply with all instructions issued by the VTS

 

©   Take account of all information received from the VTS

 

(3)   Vessels obliged to participate in the VTS and leaving a manoeuvring or routeing area, when crossing into sector B, has no obligation to report. The VTS will contact vessels as to their next steps.

 

(4)   The Master of a vessel obliged to participate in the VTS is responsible for its operation and must inform the VTS if prevented from doing so.

 

(5)   Vessels plying regular domestic routes, navigating in accordance with a published timetable, and port tugs when undertaking towing in a port, need not report to the VTS.

 

(6)   Public vessels not fitted with AIS must report to the VTS by telephone.

 

(7)   Other vessels and yachts with a LOA of 40m or more may participate in the VTS voluntarily.

 

(8)   In the manoeuvring sectors and the port areas, the body that manages the port provides port control or operating services on the appropriate VHF sector channel.

 

 

 

ПРОЦЕДУРА:

 

(1) Участие в СУДС является обязательным для:

 

(A) Судов 150 gt или более

 

(B) Судов 50 м или более LOA

 

C) все суда, плавающие по всему миру

 

D) суда с ограниченной маневренностью

 

Е) суда, перевозящие опасные или загрязняющие товары

 

F) все суда, независимо от их длины, gt или цели, представляющие потенциальную угрозу для безопасности судоходства, людей или окружающей среды.

 

(G) Суда, буксируемые или толкающие другое судно независимо от длины

 

(2) Суда, обязанные участвовать в СУДС, должны:

 

(A) Информировать СУДС о своей позиции и намерениях относительно соответствующего канала ОВЧ в соответствии с секторальными инструкциями

 

(B) Соблюдать все инструкции, выданные СУДС

 

(C) Учитывать всю информацию, полученную от СУДС

 

(3) Суда, обязанные участвовать в СУДС и покидающие зону маневрирования или маршрутизации, при пересечении в сектор B, не обязаны сообщать. СУДС будет связываться с судами в соответствии со своими дальнейшими шагами.

 

(4) Капитан судна, обязанное участвовать в СУДС, несет ответственность за его работу и должен сообщить СУДС, если ему это запрещено.

 

(5) Суда, курсирующие регулярные внутренние маршруты, плавание в соответствии с опубликованным расписанием и портовые буксиры при буксировке в порту, не должны сообщать СУДС.

 

(6) Общественные суда, не оснащенные АИС, должны сообщать в СУДС по телефону.

 

(7) Другие суда и яхты с LOA 40 м и более могут участвовать в СУДС добровольно.

 

(8) В секторах маневрирования и в портах орган, который управляет портом, обеспечивает управление портом или эксплуатационные услуги на соответствующем УКВ канале сектора.

 

 

 

REPORTING:

 

1. Sector A: All vessels may voluntarily maintain a continuous listening watch on VHF Ch 10. VHF Ch 60 is the secondary channel which may be utilised for the provision of VTS services if requested by the VTSO.

(2)   Sector B:

(ii)     Vessel's call sign

 

(iii)     Statement of intention, giving name of port

 

(iv)    Mooring/anchorage

 

 

 

Отчет о входе: все суда, намеревающиеся войти в порт, стать к причалу или на якорь, расположенный в секторе B, должны докладывать СУДС, за 15 минут до ETA или самое позднее при входе, и представить следующую информацию:

(f)    When a vessel submits a Departure Report, the VTS must grant or deny consent to depart, in all instances with the approval of the Hr Mr's Office, and will provide the following:

 

(i)      Consent to depart (consent is issued after embarkation of a Pilot, if the vessel is taking a Pilot on board)

 

(ii)     Information about port services

(iv)    Reason for the deviation

The Šibenik Sector of the Croatia VTS area is divided into two:

 

(1)   Routeing Sector: Comprises the seas of the SE part of Murterski Kanal and the area around Šibensko Otočje (excluding the Šibenik Manoeuvring Sector). It includes navigable fairways to the port.

 

(2)   Manoeuvring Sector: Comprises the area of Luka Šibenik, the S part of Rijeka Krka, Kanal Sv. Ante, Uvala Luka Grebaštica, the approach to Luka Šibenik through Šibenski Kanal and the area around the islets SE of Otok Zlarin.

 

 

 

 

 

Сектор Шибеник в зоне действия СУДС Хорватии разделен на две части:

 

(1) Сектор рекомендованных путей: включает море к SE от Муртерского канала и район вокруг Шибенско Отойче (исключая сектор маневрирования Шибеник). Он включает судоходные фарватеры в порт.

DESCRIPTION:

 

The VTS provides the following services in the two sectors as follows:

 

(1)   Routeing Sector:

 

(a)   Information Support (IS)

 

(    Traffic Organisation Service (TOS)

 

(2)   Manoeuvring Sector: Information Support (IS) when the VTSO considers necessary, in the following instances:

 

(a)   When a marine incident presents a clear, immediate and serious threat

 

(    When a vessel is not complying with the general maritime rules relating to the safety of navigation and is threatening the safety of navigation or the marine environment

 

©   When a vessel is not complying with rules relating to the safety of navigation or navigation in general

 

(d)   When a vessel does not have enough information about a possible threat to navigation or it is very likely that this is the case

 

(e)   When the standard application of maritime rules by a vessel could create complex traffic/navigational circumstances at a later time

 

 

 

СУДС предоставляет следующие услуги в двух секторах следующим образом:

PROCEDURE:

 

Reporting: All vessels obliged to participate in the VTS must report as follows:

 

(1)   Routeing Sector:

 

(a)   Position Report: 15 minutes before or at the latest on entering the sector stating the following information:

 

(i)      Vessel's name

 

(ii)     Call sign

 

(iii)     Draught

 

(iv)    Course

 

(v)     Speed

 

(vi)    Destination

 

(vii)   ETA

 

Note: Vessels may enter only with the consent of the VTS which will issue instructions on next steps on receipt of the report.

 

(    Entry Report: Vessels intending to enter the port, mooring or anchorage in the Šibenik Routeing Sector must report 15 mins before or at the latest on entering stating the following information:

 

(i)      Vessel's name

 

(ii)     Call sign

 

(iii)     Statement of intention: 'entering (name of port) Port'

 

(iv)    Mooring/anchorage

 

©   Arrival Report: Vessels mooring or anchoring in a port in the Šibenik Routeing Sector must report immediately stating the following information:

 

(i)      Vessel's name

 

(ii)     Call sign

 

(iii)     Declaration of status: 'moored/anchored'

 

(iv)    Location of mooring or anchorage

 

(d)   Deviation Report: Vessels must contact the VTS when changing their destination, ETA or any other deviation from planned actions, stating the following:

 

(i)      Vessel's name

 

(ii)     Call sign

 

(iii)     Deviation

 

(iv)    Reason for deviation

 

(v)     Planned actions

 

Note: Deviation of a vessel can include, amongst other things, stationary vessels waiting for consent to moor and exceptionally anchoring outside designated anchorages. Deviation is subject to the consent of the VTS. The VTS will issue instructions on next steps on receipt of report.

 

(e)   Departure Report: All vessels ready to depart or change mooring or anchorage position must report to the VTS stating the following:

 

(i)      Vessel's name

 

(ii)     Call sign

 

(iii)     Statement of intention: 'departure/change of position'

 

Note: Following submission of Departure Report consent to depart must be obtained from the VTS with the approval of the Hr Mr's Office who will provide the following information:

 

(i)      Consent to depart (as soon as possible, after embarkation of a Pilot at the latest if vessel is taking one onboard)

 

(ii)     Information about port services

 

(2)   Manoeuvring Sector:

 

(a)   Entry Report: Vessels intending to enter the port, mooring or anchorage in the Šibenik Manoeuvring Sector must report 15 mins before or at the latest on entering stating the following information:

 

(i)      Vessel's name

 

(ii)     Call sign

 

(iii)     Statement of intention: 'entering (name of port) Port'

 

(iv)    Mooring/anchorage

 

Note: When a vessel is submitting an entry report, the VTSO must grant or deny consent to moor/anchor (issued after the embarkation of a Pilot, if one is being taken) or must issue a vessel with the order of mooring/anchoring, with the approval of the Hr Mr's Office providing the following information:

 

(i)      Location of mooring/anchoring or

 

(ii)     Order of mooring/anchoring

 

(iii)     Information about port services

 

(    Arrival Report: Vessels mooring or anchoring in a port in the Šibenik Manoeuvring Sector must report immediately stating the following information:

 

(i)      Vessel's name

 

(ii)     Call sign

 

(iii)     Declaration of status: 'moored/anchored'

 

(iv)    Location of mooring or anchorage

 

©   Departure Report: All vessels ready to depart or change mooring or anchorage position must report to the VTS stating the following:

 

(i)      Vessel's name

 

(ii)     Call sign

 

(iii)     Statement of intention: 'departure/change of position'

ПРОЦЕДУРА:

 

Отчетность: все суда, обязанные участвовать в СУДС, должны сообщать следующее:

 

(1) Сектор маршрутизации:

 

(A) Отчет о местоположении: за 15 минут до или самое позднее при входе в сектор с указанием следующей информации:

 

(I) Название судна

 

(Ii) Позывной

 

(Iii) Осадка

 

(Iv) Курс

 

(V) Скорость

 

(Vi) Пункт назначения

 

(Vii) ETA

 

Примечание: суда могут вводить только с согласия СУДС, который выдаст инструкции о последующих шагах по получении рапорта.

 

( Отчет о прибытии: суда, намеревающиеся войти в порт, пришвартоваться или стоять на якорной стоянке в секторе Šibenik Routeing, должны сообщить не позднее, чем за 15 минут до того, как вступить, указав следующую информацию:

 

(I) Название судна

 

(Ii) Позывной

 

(Iii) Заявление о намерении: «ввод (название порта) Порт»

 

(Iv) Швартовка / якорная стоянка

 

© Отчет о прибытии: Швартовка судна или постановка на якорь в порту в секторе Шибеник Рутинг должны немедленно сообщать следующую информацию:

 

(I) Название судна

 

(Ii) Позывной

 

(Iii) Декларация статуса: «заякоренный / закрепленный»

 

(Iv) Расположение швартовки или крепления

 

(D) Отчет об отклонении: суда должны связываться с VTS при смене места назначения, ETA или любого другого отклонения от запланированных действий, заявляя следующее:

 

(I) Название судна

 

(Ii) Позывной

 

(Iii) Отклонение

 

(Iv) Причина отклонения

 

(V) Планируемые действия

 

Примечание: Отклонение судна может включать, среди прочего, стационарные суда, ожидающие согласия на швартовку и исключительно закрепленные за пределами установленных креплений. Отклонение зависит от согласия VTS. VTS выдаст инструкции по следующим шагам по получению отчета.

 

(E) Отчет о вылете: все суда, готовые к вылету или изменению места постановки на якорь или якорной стоянки, должны сообщить в СДС о следующем:

 

(I) Название судна

 

(Ii) Позывной

 

(Iii) Заявление о намерении: «уход / изменение позиции»

 

Примечание: после подачи Отчета о Отчете согласие на вылет должно быть получено от СДС с одобрения Управления Г-н Г-н, который предоставит следующую информацию:

 

(I) Согласие на выезд (как можно скорее после посадки пилота не позднее, если судно берет один на борт)

 

(Ii) Информация о портовых услугах

 

(2) Сектор маневрирования:

 

(A) Отчет о прибытии: суда, намеревающиеся войти в порт, пришвартоваться или стоять на якорной стоянке в секторе маневрирования Шибеник, должны сообщить не позднее, чем за 15 минут до того, как вступить, указав следующую информацию:

 

(I) Название судна

 

(Ii) Позывной

 

(Iii) Заявление о намерении: «ввод (название порта) Порт»

 

(Iv) Швартовка / якорная стоянка

 

Примечание: Когда судно представляет отчет о въезде, ВТСО должен предоставить или отказать в согласии на якорь / якорь (выданный после посадки пилота, если таковой взят) или должен выпустить судно с порядком швартовки / постановки на якорь, С согласия Управления Господня г-на, предоставляющего следующую информацию:

 

(I) Расположение швартовки / постановки на якорь или

 

(Ii) Порядок швартовки / постановки на якорь

 

(Iii) Информация о портовых услугах

 

( Отчет о прибытии: Швартовка судна или постановка на якорь в порту в секторе маневрирования Шибеник должны немедленно сообщать следующую информацию:

 

(I) Название судна

 

(Ii) Позывной

 

(Iii) Декларация статуса: «заякоренный / закрепленный»
