Коллега Indygo,В отличиеи от русского языка, где можно сказать: "Мой английский - плох" (сказуемое-глагол есть заменили тире)
в английском НИКОГДА не опускается сказуемое. т.е. фраза должна звучать так:
My english is veri bed. Is - 3-e лицо, ед. ч. глагола to be - быть

Well, the most important part is missing again, I guess. In the following sentence he probably explains more about it.
He describes how to use the boat hull as a wing on the current. If the hull is angled against the current it will work as a wing and will be moved across the current, sideway to the dock. Perhaps, they call it "working a transit"?

So, you hold on to the rope and steering the boat to be angled to the current and she moves across the river. Since moving across is called "transit" hence the name - "working a transit". In the above described case engine driving force works in place of the rope that I used.

I believe you are right.
There is also proverb "getting a transit" or "taking a transit" in sailboat racing.
Take a transit by sailing slowly outside of starting line and line up the 2 start buoys and point on the land(building or tree). This way when you are starting, you can line the land reference up with one of the buoys to figure out how close you are to the start line.
